Vlaamse Codex is the Belgian region of Flanders' official collection of consolidated legislation — decrees, government decisions (Besluit van de Vlaamse Regering) and ministerial rulings with NUMAC references and thematic classification. The connector exposes the open, key-free Open Data API: full-text search (`/search`) that returns documents and articles separately, path-based document lookup (`/document/{id}`) and the theme tree (`/themes`) for topic navigation.
